PURPOSE OF POSITION:
The HR Generalist is responsible for leading and overseeing the administration of and support for Leave of Absence program(s) in accordance with Federal, State and Local laws and the governing Collective Bargaining Agreement. The HR Generalist is also tasked with providing abroad-range of Human Resources expertise to include recruitment and employee relations (union environment).
Manages leave programs for represented and non-represented employees. This includes administering and processing leave requests and return to work protocols consistently and in accordance with the Collective Bargaining Agreement, state and federal laws.
Responds to employee questions or concerns regarding leave issues. Research questions or refers to other resources for a response- third party- FMLA Source
Ensures that the leave policy is being applied consistently and properly by managers and supervisors by providing proactive training and guidance.
Main Liaison between Transdev and Union Sponsored Benefits Administrator
Responsible for Open Enrollment, new hire benefits enrollment, qualifying event benefits enrollments
Updates the personnel database for the purpose of properly recording all relevant employment activities
Gathers information for departmental reports
Maintains personnel files, active, term, medical/benefits, I9
Responds to all unemployment claim filings via unemployment insurance
Back up to Recruiter- Determines applicant qualifications by interviewing applicants; analyzing responses; verifying references; comparing qualifications to job requirements
Backup to Payroll when required; El Cajon payroll; Chula Vista payroll; manual checks
Perform other special projects as assigned

Travel requirement (50%): Frequent travel between Chula Vista and EL Cajon office.
Education and Experience:
Minimum 3 years of human resources experience required
Bachelor’s degree is a plus
Bilingual in English/Spanish is preferred
Must submit to drug testing and a background check
Must be able to work shifts or flexible work schedules as needed
Work is accomplished in an office with a telephone and computer
The employee is generally subjected to long periods spent sitting, typing, or looking at a computer screen
